EU Digital R&I Study IDs Strategic Regions for Investment and Policy

A recent study, based on the Digital Techno-Economic ecoSystem (DGTES) methodology, has shed light on the Research & Innovation (R&I) landscape in the digital ecosystem. It identifies strategic regions globally and within the EU, offering insights for business, investment, and policy initiatives.

The study reveals that regions like Erlagen and Brussels-Hoofdstad have a low presence of R&I startups, presenting an opportunity for innovation and investment. Conversely, top EU regions with a strong startup focus on R&I activities, such as München, Paris, and Madrid, offer immediate business and investment prospects.

At the global level, the top three strategic regions are München, Paris, and Madrid. However, within the EU, Paris and Madrid lead, with München ranking third. This indicates the significant role these regions play in the global digital ecosystem. The study also highlights the intermediation indicator, which shows which regions are crucial for knowledge exchange and collaboration in this digital ecosystem.

Diving deeper, certain regions like Stockholm and Dresden emerge as globally strategic due to international co-patenting activities. Meanwhile, regions such as Brussels, Barcelona, Milan, and Zuidoost-Noord-Brabant are pivotal within the EU due to intra-EU project collaborations. Specifically, the NUTS-3 region in Germany with the strongest strategic potential in the EU is Munich (München, Kreisfreie Stadt).

The study provides a unique perspective on the R&I landscape in the digital ecosystem, identifying strategic regions both globally and within the EU. These insights can guide the EU Startup and Scaleup Strategy, launched in May 2025, to make Europe a hub for global technology-driven, innovative companies. By understanding these strategic regions, policy initiatives can be tailored to close the competitiveness gap with global counterparts.
