EU's Response to Russia's Ukraine Invasion: Isolation, Sanctions, and Military Boost
Russia's 2022 invasion of Ukraine marked a turning point in EU-Russia relations. Political ties were suspended, and economic relations restricted. The EU responded with a strategic plan, isolating Russia, and adopting numerous sanctions.
The EU's shift in policy towards Russia began under Vladimir Putin's presidency, which saw relations deteriorate after initial post-Cold War improvements. The EU's current strategy includes isolating Russia, holding it accountable for war crimes, and strengthening resilience.
The European Commission, though not responsible for foreign policy, has increased its influence by setting the narrative and contributing to sanctions design. Since February 2022, the EU has adopted 17 packages of sanctions, significantly impacting trade between the EU and Russia. However, many sanctions proposals were softened during negotiations due to differing member state interests.
To bolster its military capabilities, the EU has established the European Defence Fund and the European Peace Facility. The 'Strategic Compass' provides for a rapid reaction capacity of up to 5,000 troops and 200 experts for crisis management. Yet, EU member states remain heavily dependent on the United States for military capabilities, making a solely European military support and defense of Ukraine unfeasible.
