Looking ahead, Lower Saxony's Minister of Education, Julia Willie Hamburg, aims high to reinforce career guidance within schools. "We're caught up with many youngsters stating they're clueless on their post-school paths," the Green Party politician declared. To address this issue, the Ministry has revamped the career guidance manual for schools in collaboration with professional bodies and associations.

While numerous schools are already geared up, discussions with schools and businesses have revealed the necessity for a more comprehensive approach. The objective is increased clarity, more flexibility for collaboration, and tailored concepts designed to meet students' distinctive requirements.

The revised manual contains key points:

  • Introducing an additional mandatory internship in the secondary I phase (grades 5 to 10) of grammar schools
  • Making the previously optional internship in vocation-oriented grammar schools compulsory (from August 2026)
  • Raising the number of practical days for career guidance in schools with secondary I and II from the current 25 to 35 days
  • Enhancing collaboration between general and vocational schools
  • Ensuring better coordination of partnerships between schools and external partners, such as businesses and universities
  • Giving schools greater autonomy, for example, in designing internships

Securing Future Talent for Lower Saxony

Hamburg hopes this revised manual will significantly contribute to drawing skilled workers. By providing continuous and early career guidance, she promises smoother transitions into training and studies, thus minimizing dropouts.

According to the Ministry of Education, schools can begin working with the manual from the upcoming school year, and they are expected to comply by the 2026/2027 school year. Support will be provided, for instance, through training sessions.

"Time to Strengthen Career Guidance!"

The Lower Saxony Employers' Association Niedersachsenmetall welcomed the new guidelines. CEO Olaf Brandes expressed, "It's high time to strengthen career guidance in schools." He continued, "Presently, schools and the economy need appropriate and reliable framework conditions to deliver the best possible career guidance. So that students can confidently embark on a successful professional journey and the Lower Saxony economy remains competitive for the future."

The Lower Saxony Chamber of Industry and Commerce (IHKN) also recognizes several positive aspects, such as the increase in practical days and the stronger inclusion of grammar schools. However, IHKN CEO Maike Bielfeldt voiced concerns about how schools will secure the necessary capacity for excellent career guidance and maintain consistent quality across all school types. She emphasized that the success of career guidance depends on how individual schools implement the guidelines.
