In the Krasnoyarsk region, the "Siberian Spirit" program has been launched, aiming to groom management personnel from participants of the Special Military Operation (SMO). To become government and municipal officials, military personnel must meet specific criteria.

The program, nicknamed "Siberian Spirit," is an extension of the federal project "Time of Heroes," which intends to create a leadership corps from those who have taken part in special operations.

To participate in this program, certain conditions have been set by the governor, Mikhail Kotyukov, during a meeting with the Public Council. These conditions include Russian citizenship, a higher education degree, and a clean criminal record.

Prospective candidates will initially have to fill out an application form, write an essay, and take a test. This will be followed by the interview phase. After that, the Public Council will decide on suitable candidates.

The educational component of the program will commence on September 1st, with a full-year course called "Government and Municipal Administration" offered at the Higher School of Public Administration (RANEPA). The program will also involve mentors who will guide participants. Upon completion, the new leaders can work in government agencies, state-owned corporations, municipal establishments, political parties, and military-patriotic organizations.

Active SMO participants can join the "Siberian Spirit" on special terms, as they will be placed in reserve.

Selection process:

  1. Application and initial screening: candidates submit personal profiles, fill out questionnaires, and write essays as part of the application process.
  2. Expert evaluation: applications are reviewed by experts, including representatives from government bodies, educational institutions, and HR professionals.
  3. Interviews and assessment: shortlisted candidates may participate in interviews or assessment centers to evaluate their leadership potential and motivation.
  4. Final selection: successful applicants are invited to join the program as finalists.

Educational component:

  • Duration: One year of professional retraining.
  • Curriculum: the focus is on "Government and Municipal Administration." The course includes theoretical modules, practical assignments, case studies, and project work.
  • Mentorship and internships: participants are mentored by experienced managers and have opportunities for internships in government and municipal organizations.
