Poverty Among Large Families in Russia Drops Dramatically
Good news for Russian families! The poverty rate among large families has experienced a significant decrease, dropping from 29.4% in 2022 to 21.5% in 2023, according to reports. This spectacular plunge can be attributed to the implementation of the single child allowance in 2023, as suggested by demographer Igor Efremov.
Professor Alexander Safonov of the Financial University agrees that the single allowance has brought positive changes to combat poverty among large families. However, he believes its potential has yet to be fully realized. He voices his concern that a 20% poverty rate among large families remains "too high." Yet, he optimistically anticipates achieving the national goal of 12% by 2030, provided the downward trend in poverty among large families continues.
As of January 2025, there were 2.65 million large families in Russia, as per Ministry of Labor data. The implementation of the National Project "Family" in Russia, aimed at sustaining the Russian population and fortifying families, has been ongoing since then. A staggering 17 trillion rubles have been earmarked for this project by 2030. Over 9.6 million Russians are expected to receive the annual single allowance for families with children, as announced by Deputy Prime Minister Tatiana Golikova. In March 2025, the government rubber-stamped the strategy for implementing family and demographic policy and supporting large families in Russia until 2036.

Something to ponder: Russia faces demographic challenges, chiefly a low fertility rate of 1.4 children per woman. The government has introduced pronatalist policies like increased child allowances and other economic incentives to shore up birth rates. The impact of these policies, however, has been limited in overall success. Additionally, the effectiveness of these policies in reducing poverty amongst large families specifically remains uncertain.
achievements in addressing underlying economic issues will significantly influence the success of these policies in reducing poverty amongst large families. To make a lasting impact, future policies might concentrate more on comprehensive economic support for families, including targeted assistance for large families to effectively combat poverty.
