**Stuttgart's Neckarpark Education Center to Embrace Innovation and Sustainability**

Stuttgart, Germany - The city of Stuttgart has announced that Wolff & Müller, a local construction company, has won the bid for the planning and construction of the Neckarpark Education Center. The project, expected to commence operations in summer 2025, is a testament to the city's commitment to innovation, quality, cost-effectiveness, and time security.

The functional tendering approach was adopted for this project, allowing for design variants and fostering creativity and flexibility during the tendering and construction phases. Instead of fixed design specifications, the tender documents focus on functional and technical requirements, outlining what the education center must achieve rather than how those outcomes are reached.

The project cost is estimated at 93.6 million euros. Bidders were required to develop an architectural design and offer turnkey implementation at a lump sum price in the tendering process. The winner's design for the Neckarpark Education Center addresses the client's requirements regarding aspects such as urban development, architecture, functionality, energy, and sustainability, with features like facade greening and large-scale photovoltaic installations.

The Neckarpark Education Center offers space for a four-year comprehensive school, a two-court sports hall, a seven-group daycare center, and facilities for the Stuttgart Adult Education Center, with approximately 7,500 square meters of program area. The basement is constructed as a reinforced concrete socle, while the upper floors are realized in timber construction, reflecting the city's commitment to sustainability.

Stuttgart deliberately decided to include sustainability requirements when drafting the performance description for the Neckarpark Education Center. Sustainability aspects defined for the tender include the use of contemporary high-quality materials, facade greening, and a preference for timber construction.

The city opted for a combined tender for planning and construction services, with the main reasons being high expectations for innovation, quality, cost, and time security. The tender procedure included a deliberate decision to evaluate offers based on the best price/performance ratio, ensuring a fair competitive process where the best solutions are selected based on merit. Lawyers from Menold Bezler, led by Frank Meininger, provided legal advice to the city of Stuttgart on the bid process.
