Bavaria's education minister, Markus Blume, has also endorsed the initiative, citing Bavaria's commitment to academic excellence and welcoming environment for international students.

If the proposal is accepted, the proposed campus would serve as a safe haven for Harvard students and faculty affected by restrictive U.S. policies. The German government's offer is a gesture of solidarity and commitment to freedom of expression and academic excellence.

The press office of the Science Council recently announced that 15 universities can hope to be selected as "Excellence Universities" in the new application process. The mid-tier universities have voiced concerns regarding the cost and practicality of the new excellence rankings application process, while some question the condition of university buildings. A major building of the Technical University of Berlin, the Telefunken Tower, has been out of commission due to a water leak for over a year.

The debate over the academic system also continues, with long-term trained scientists sent to less desirable locations due to fixed-term contracts. Top U.S. researchers have shown interest in teaching in Germany, but this has sparked criticism due toiversity concerns.
