Expanding Access to After-School Education in Almaty: The QOSYMSHA.KZ Project

In an effort to improve access to supplementary education for children, the QOSYMSHA.KZ pilot project has been launched in Almaty, Kazakhstan. This innovative initiative utilizes a voucher financing system to facilitate this expansion.

What is QOSYMSHA.KZ?

QOSYMSHA.KZ is a platform and program designed to broaden children’s opportunities to engage in extracurricular activities such as arts, sports, languages, and various skills development classes. The project focuses on inclusivity, aiming to make these opportunities more accessible and affordable for families who might otherwise struggle to pay for these services.

How does the voucher financing system work?

Instead of direct subsidies or funding being given to educational institutions, vouchers are issued to eligible children or their families. These vouchers serve as a kind of pre-paid certificate or credit that can be spent at participating additional education providers listed on the QOSYMSHA.KZ platform. This approach allows families to choose from a variety of classes and programs according to the child’s interests and needs. The vouchers cover all or part of the cost of these classes, reducing the financial burden on families. Providers then redeem these vouchers with the project administrators, receiving reimbursement for the educational services they provide.

Benefits of this system:

  • Flexibility: Families are empowered to select the activities that best suit their children.
  • Market-driven quality: Providers compete to attract voucher holders by offering better and more varied programs.
  • Transparency and accountability: The voucher system helps streamline funding flow and ensures funds are spent directly on educational services.
  • Scalability: The model can be expanded to other regions or types of education beyond the pilot.

Consultative Points for Parents

To help parents understand the system and provide necessary recommendations, consultative points have been established within the project. These points offer methodological and informational support. They are located at School-Lyceum No. 85, Qabanbay Batyr Ave., 56 (Nura district), Art School No. 1, Abay Ave., 74 (Baikonur district), Children’s Music School No. 3, Beisekbaev St., 3 (Baikonur district), Art School No. 2, Dostyk St., 13 (Yesil district), M. Utebayev Palace of Schoolchildren, A. Mambetov St., 1 (Saryarka district), Al-Farabi Palace of Schoolchildren, B. Momyshuly Ave., 5 (Almaty district), and School-Gymnasium No. 83, Baiturly St., 35 (Saraylyq district). The consultative points operate on Saturdays and Sundays for the convenience of parents.

Six districts of the capital are participating in the project, aiming to make extracurricular education more accessible and affordable for families. The QOSYMSHA.KZ project provides state access to additional educational organizations in the fields of creativity, sports, and intellectual development through the voucher financing system. Information about the new digital platform is provided free of charge at the consultative points.

In summary, QOSYMSHA.KZ leverages a voucher financing system to increase access, choice, and quality of after-school educational opportunities for children in Almaty, promoting equitable and diverse learning experiences outside the formal school curriculum.
