Research Finds Widespread Support for Tightening Phone Regulations in Educational Institutions
In a nationwide survey conducted by the Federal Institute for Population Research (BiB) in Wiesbaden, Germany, it has been revealed that a significant majority of adults are in favour of stricter mobile phone regulations in schools. The survey, which took place in January and February 2025, questioned 1,312 Germans aged 18 and over. The results indicate that 72% of adults are against the private use of smartphones in schools without explicit lesson integration, while 53% support a general, comprehensive mobile phone ban for all schools. In primary schools, the support for a ban is even higher, with 80% of adults in favour. The debate on how to regulate the use of private mobile phones in schools has been ongoing in Germany, with the federal states adopting different approaches. Hesse recently introduced a mobile phone ban with exemptions at the start of the new school year. The study also compared different informed subgroups of respondents. It found that those who are aware of the risks of digital media use for children and young people support a higher minimum age, on average four months older. The average minimum age favoured for owning a smartphone is 11.5 years, and for using social media like Instagram and TikTok independently, it is about 13.5 years. The risks of digital media use for children and young people include cyberbullying and inappropriate content. A majority of those surveyed believe that schools should promote responsible internet use and meaningful use of mobile phones in lessons. Interestingly, the study aimed to explore the influence of enlightening information on the views of adults. It was found that those who were more informed about the risks of digital media use for children and young people were more likely to support stricter regulations. In conclusion, the survey results indicate a strong public support for stricter mobile phone regulations in schools in Germany. The federal states are encouraged to take note of these findings and consider implementing stricter regulations to ensure a safe and productive learning environment for children.
